These statistics are in line with the targets set by a women's development guideline published by the State Council, China's Cabinet, in 2021. This guideline is set to maintain the level of women's representation in the workforce at around 45% for the entire decade leading up to 2030 and ensure that the percentage of working women in urban areas stays close to 40% by that same year.

Strict Regulatory Environment
There exist challenges on the regulation environment and oversight by the Chinese government. Of recent, Chinese government has made strict standards about food safety, ensuring baby foods are both safe and nutritionally friendly. Acting upon these concerns, China's government has enacted new legislations over the production, sales, and distribution of baby milk formula to provide for infant health. These legislation aims to enhance the safety standards and quality by enforcing stricter limitations on the manufacturers. The key components of these regulations include mandatory registration with relevant authorities, compliance with specific quality control measures, and routine inspections to ensure adherence to the established standards.
The regulations also focus on transparency in consumer information. Manufacturers are now required to provide clear and accurate labeling, including details such as nutritional composition, production dates, and expiration dates. This initiative empowers parents to make informed decisions when purchasing baby milk formula for their children.
December 2023 saw a critical regulatory update by China's State Administration for Market Regulation, commonly referred to as SAMR, that issued the "Measures for the Administration of the Registration of Formula Foods for Special Medical Purposes." It is a seven-chaptered document comprising 64 articles and will supplant the 2016 administrative measures. The updated version shall become effective on January 1, 2024.
China notified the World Trade Organization, or WTO, G/SPS/N/CHN/1269 in March 2023 of its revised National Food Safety Standard for Cereal-based Complementary Foods for Infants and Young Children. The submission deadline for comments on the standard was in May 2023.
